This can either be picked up and returned in person or you can opt to mail it and have your license mailed to you or picked up from the nearest office to your elopement location.
There is a three day waiting period from the time you fill out application to when you can hold your ceremony. The marriage license must be used within 90 days of approval or it is no longer valid.
